I acquired my license at LTO, Mandaue City branch last December 2015 and is exipiring on December 2017 with its validity of 3years. LTO office already transferred to a more convienent area inside Jcentre Mall in Bakilid Mandaue City, Cebu. Office is open from 08:00am and closes 05:00pm.

What to bring:
Old license
Drugtest and medical results
Ballpen

For renewal of Non-professional drivers license:

First step: You may opt to acquire ahead a valid drug and medical result before you proceed to LTO office but if you want to get the drug and medical result on the same day of renewing your license, its no problemo as there is also a newly open drug testing clinic inside the said mall located at the third floor. Just follow directions or you may ask guards on duty. They are open as early as 0700H. They will be needing your license. Fees are: 300php for the drugtest; 200php for the medical exam. The clinic is clean and uncrowded when I had mine. You will be guided also through the process and there's a lot of forms to fill. Fast and quick 30mins process. Once you have the result you may proceed to LTO office on the same floor.

There's a small glass door just ahead of Ersao cafe and just follow the signages. And once you pass by  the Cenima 2 entrance turn left and go on. Security guard is waiting. Watch your step to avoid accident.

However, the good news is, the new license is already valid for 5years! Yes! 5 years! I've heard that they will be giving the 5years validity if you never had a traffic violation, but that isn't confirmed yet. If this is true and you had several traffic violations, might as well you will only be given 3years validity.
